The 3-rd Annual DOMINO-2016 Conference was held on July, 6. The organizer of the event was Technical Center of Internet with support of ICANN international corporation which manages the delegation process of addresses in the internet space. The main topic of the meeting was DATA-ESCROW operators work, which save user data in any emergency cases.

The ICANN, RIPE NCC, MSK-IX, national domains and new TLD’s representatives, including top managers of the .ДЕТИ Russian Domain Registry, took part in the conference.

The DOMINO-2016 participants shared their experience in the work with data-escrow operators emphasizing in particular importance of data security questions and problems of localization of the service due the personal data transfer prohibition by the law in many countries.

The necessity of the Russian data-escrow operator developing, which is capable of complying with ICANN requirements and Russian law at the same time, was also stated.

Andrey Vorobyev, Director of the Coordination Center for national domains .RU/.РФ spoke about growing government influence on the internet managing processes. Regulating in greater requirements to internet infrastructure reliability and users personal data security: “It is a natural process, which everybody should accept. It will not be easy. The task of the conferences like this event is to solve such questions and to tune interaction between the market and the government”.

Mikhail Yakushev, ICANN Vice-President, underlined that reliable and stable work of the global network is acquiring special meaning according to the IANA Transition procedure, which will be completed presumably this year.

Elena Voronina, General Director MSK-IX pointed out that data-escrow services are demanded by registries and registrars so it is necessary to make the work more comfortable with them by preparing collective wishes as well as implementing the idea of the Russian branch.
