The agenda included informational and educational materials for children and parents on smart home security and the cancellation of illegal domains’ delegation outside national domain zones

On October 26, the Russian Civic Chamber hosted a regular meeting of the Children’s IT Security Group of the Public Council under the Presidential Commissioner for Children's Rights. Experts of the Smart Internet Foundation (administrator of the .ДЕТИ domain) were also invited to attend.

The issues up for discussion included:

• Developing basic requirements for informational and educational materials for children and parents on smart home security
• Getting young people involved in educational activities on information security
• Using information technology to help disadvantaged children
• Discussing the cancellation of the delegation of domains containing children’s pornography, promotion/distribution of drugs, cyberbullying and extremism for domain names registered outside national domain zones

As part of the last issue, the meeting participants listened to the memo on the draft amendments to Federal Law No.149 On Information, Information Technology and Information Protection aimed to simplify the cancellation procedure for domain names. The document reads, in part:

• “The domain name is the website’s ‘brand,’ its most recognized element. Considering this […] when access to a domain name is cancelled, the distributor of illegal content must create and, above all, popularize a new domain name for the target audience, which requires considerable time and material input;”
• “As of today, Russian legislation contains a cancellation procedure for domain names used for illegal purposes only for the .RU, .РФ and .SU country domain zones, in the form of self-regulation adopted by its administrators. At the same time, Russia also registers domain names in other domain zones, where the registration rules are set by foreign entities;”
• “It is possible to resolve this controversy by normalizing the cancellation procedure for domain names with illegal content at the level of national legislation, namely, Federal Law No.149. The suggested procedure corresponds with the procedures to stop illegal content distribution at the level of hosting providers and content providers and has no technical differences with the latter;”
• “The project envisages using the best practices of the internet industry to adopt a legal mechanism to stop the use of domain names for illegal purposes. This would include all domain names in the jurisdiction of the Russian Federation, including national Russian domain zones, which will eliminate the legal gap actively used by the distributors of illegal content today.”

The next meeting of the working group is scheduled for late November 2018.
